Definition of [PredictiveMinTtcEvaluator](classsimulation__framework_1_1evaluator_1_1PredictiveMinTtcEvaluator.xhtml "class PredictiveMinTtcEvaluator") class to calculate the minimum time to collision. This will store the lowest value of TTC being observed during one simulation run.
